I know the heat/damage scales with MHD, but does the fear scale too?

Manual heat dump reduces the damage aggressive venting does.
Is it worth the tradeoff to spam it more, or is dealing more damage just better?

You'll be staying so close to your targets that MHD scaling won't ever be a problem. It's the closest thing Scout has to a CQC option.
Not to mention Manual Heat Dump helps conserving ammo because you're not forced to Mag dump to proc the Venting: you can just do it whenever you want.
